 Both artists and gallery owners have concerns about  proposed  reforms to the Resale Royalty Scheme, which provides money for artists from secondary sales. 

Gallery director Charles Nodrum and NAVA Executive Director Tamara Winikoff agree there should be secondary payments but each raises different problems with the level of payments and the bureaucracy.
