If culture is going to get its fair share of the pie in the evidence-driven local government sector, the skills cultural development practitioners bring to the table are essential.

Dr Kim Dunphy knows councils want cultural plans. As research program manager at the Cultural Development Network (CDN) she co-authored a 2013 study which showed that 75 per cent of Victoria’s 79 councils either had a published cultural plan or one in progress.
